I think its because atheism is most present in the most educated classes and religious beliefs are most common in the poorest and least educated social groups. This is because an expression of atheism most often comes with intellectual thought and study and because people suffering from poverty and abusive relationships are more likely to want to believe in a higher power. The prisons are populated mostly with people from deprived and abusive backgrounds.
